You need a decent host first of all (you can get one that will do the job for free, but I would advise spending a little on it so you get one that works properly, and is at least relatively easy to config).
The host needs to at the very least allow you to use an SQL server, to run the database that the forum uses. Then you get a forum soft (I’d recommend phpBB ,as it is open source and therefore free – if you want to pay for it, then go for vBulletin like PV uses).
Then you need to install it all, and configure it to do what you want (and run it on a day to day basis 😉 ).
