I wonder what country that was in? The video being 25fps and the appearance of the “friendly train” ( a small train unit as would be used on a metropolitan light electric railway) featured in the graff piece and the level of tolerance hints at a Northern European country (you cannot easily get a whole scaffold platform like that anywhere in Northern Europe without signing some paperwork/licenses).
A lot of folk in my town are trying to get places like this for art but every building at the dockside which is not already knocked down flat or half built (we have a whole half built concrete frame of what was supposed to be luxury flats) is still used for port operations/bulk cargo storage, and if they are still usable buildings re owned by London companies who want full market rates for them
