I suspect EU wide decrim would also benefit the environment – DUI would remain illegal so more people would use public transport or bicycles to get around.
Although these if ridden badly can still cause safety hazards those who have overindulged in anything other than functional stimulants usually cannot stay on the bike for too long (or can’t be arsed to ride it in the first place) and if they have taken psychedelics are likely to only go around 5-10km/h stopping at every 100m to look at the surroundings.
There are reasons why many of the Dutch ride big slow heavy bikes of 1930s era design even though their streets are well maintained and there are much faster ones available – they have to stop for the geese anyway outside the big cities and should they cross the border into DE the Polizei are very enthusiastic about enforcing traffic laws for anything with wheels – they most likely also carry the equipment to test people for drugs at the roadside and would add even more Euros to the traffic violation fine….
