i see this thread is old, but u should know how light are the laws in my country.
And thes 4 pillars are exactly what switzerland is folowingsince 20 years, and the politician woman which created this is back to politics and is trying to make a higher drug liberalisation now (Ruth Dreyfuss)
it also seems there are not much swiss people on Party vibe when i see the numbers of posts reply, it seems am alone from switzerland

what is unusual is that report is in English and Malay (I cannot understand the Malay bits but my mum can) and published by an NGO in Malaysia!
the same site has an article about SE Asian compulsory rehab (which although far from ideal has replaced the death penalty for small scale use/dealing in many nations) and credits Malaysia for upgrading the care at these places to operate more like a hospital than a prison; also interesting as until now very little info is released about these places; although Amnesty International had noticed the drop in the numbers of executions.
it is small but strategically and economically important nations like CH and MY which could make a lot of difference to the drug laws….
