That is the difference between UK/Europe and a lot of other countries. There is no need for any European officer to do this as there are plenty of real criminals who need to be caught and their drugs/alcohol use is often only a secondary factor. In my own case two valid cautions (i.e I was caught red handed) were struck off my CRB because wrong / unclear paperwork at the Met and from another constabulary of a flawed intelligence file and false allegation of dealing made by an officer with unreliable mental health; which kept being added to with more and more random things; the last being that I was (along with some hippy girl) training both dogs and cats to watch for police officers.
The truth it was a coincidence she looked after the pets of those who had been sent to jail; the “pit bull” was a somewhat cowardly and angst-ridden staffy; and because she collected food from skips a siamese cat from a posh family nearby just walked into the squat and blagged the food and would sit en eat with the dogs; and even went on “walkies” with them sometimes.
I had also been meowing with my own cat to make him braver against a tomcat who had bullied him. This actually worked to the point led to him becoming friends with the other cat and we all meowed together (they were part SIamese) and I had triggered off some “pride” behavior; which also made the other cats more agrressive towards strange males
Around the time they recruited a new local bobby; who coincidentally had a bicycle the same colour as mine and thus got hissed at by 3 cats whenever he wheeled his bike down my street.
I cant even blame if he did notifying the WIldlife Liaison Officer; but at the time I worked for Defra and had been openly discussing my planned experiment with the boffins at English Nature and the Cats Protection League (as they couldn’t work out any other way to stop the bullying); and I’d even checked it was al within the new planned animal welfare rules.
