even in Europe use of fake ID will result in being arrested and a (minor) juvenile criminal record (although that isn’t good when applying for jobs/university).
However many EDM events let in the age group 16-18 provided they are not served alcohol at the event.
They are strict here at shops (I still get carded occasionally at age 42) but its of course still possible for older friends to discreetly get alcohol for their younger friends provided this occurs in a safe environment.
In my teens the corner shop dude would sell us booze in plain bags but warn us not to act like idiots on the street or the Police would stop these sales; but if we found a houseparty of a quiet “den” area to drink there wouldn’t be any trouble.
