TBH most of the time when middle england whinges about “drugs” what they are really whinging about is the risk of “spillover disruption” and noise caused by turf wars (fights in the street, gunshots etc), people hanging about in the streets and shouting late at night or ambulances carting off those who have OD’d. They don’t really care if the kids are dying in corners, provided they do so quietly!
It could even be worth re-trying such a venture but not making it so obviously “rave” orientated or with more “civilised” (!) opening times – perhaps an arts centre like USE’s “The dream”. The building can always be used as an “operations base” for planning further rave-type activities, working on stuff like backdrops, maintenance of equipment etc
