there are indeed a fair quantity of crystaline substances which are relatively harmless if ingested, cheaper than expensive or illegal drugs and can be and are used to bulk out drugs supplies. Even when mephedrone was “legal” there were times UK Border Force would seize and destroy shipments because they had proof it was going to be sold for human consumption (as the cops and trading standards worked with them). The loss of a large amount of stock means losses would have to be made up elsewhere, and the companies importing them are already experienced in bringing less controversial chemicals from Asia into Europe..
Of course a badly cut batch would lose the vendors their customers, but a smaller amount of cutting of a drug what has such a high tolerance people do boatloads would often go unnoticed and was clearly happening every so often, and vendors often hid bad news..
