this is fairly common in public sector finance (I worked in a government finance dept for several years!) – but its more the case the million quid is divided up into budgets for various projects which need to deliver something before year end to avoid the budget being top-sliced.
with the cops the projects are usually something like “safer communities” or “reducing class A drug use”, hence the increase in enforcement levels (as any sort of arrest counts towards the target)..
stopping raves is usually now taken from the “dealing anti social behaviour” budget…
I remember the party in 2005 with all the English rigs on Bettwys(sp?) mountain and am fairly sure if was “heddlu dyfed-powys” who did the policing operation for that – they didn’t close it or nick that many people but they did do a lot of traffic surveillance and datagathering – a few of the younger drivers I know got traffic violations of various kinds (mind you they were probably driving a bit sketchily)…
One of them got in serious shit from his olds as I think his parents had the car in their name and he had said he was only going to Newbury – its a bit hard to blag it when the letter from the cops is in two different languages …
