I Suppose really they are new compounds that have the same or similar effects to the illegal drugs that the government hasn’t had chance to ban yet.
There’s a whole range of psychedelics, stimulants, benzo’s etc and the list constantly evolves. Every year new chems in every class are realeased and every year the governemnt bans an aritrary and random sample of them.
The biggest difference I just noticed is that nootropics are for hum consumption and are marketed to improve certain brain functions or whatever, research chemicals are explicitly NOT FOR HUMAN CONSUMPTION.
