Council busted for "criminal" drugs advice leaflet! http://news.bbc.co.uk/1/hi/england/coventry_warwickshire/3687900.stm
Action taken over drugs handbook
The booklet was paid for with a Department of Health grant
Disciplinary action has been taken by Coventry City Council after £10,000 of taxpayers' money was spent on drugs booklets which were later be pulped.
The handbook suggested that users snort cocaine from a ceramic surface to avoid leaving forensic evidence for police.
A council-backed community safety partnership produced 5,000 copies of the 52-page booklet, called Safe2Dance.
A spokeswoman for the council said the matter had been dealt with, but added staff responsible would not be named.
'Use a mirror'
The guide advised drug users to wash their noses after snorting cocaine and to avoid food before taking the horse tranquilliser ketamine.
The booklet, which was funded with a grant from the Department of Health, read: "Always use a mirror or ceramic tile to snort your coke off.
"Other surfaces can leave valuable forensic evidence for the police!"
The copies were all pulped before they could be distributed.
A city council spokeswoman said: "We have dealt with the matter within council guidelines.
New measures
"There has been disciplinary action, but we can't give names.
"After an internal investigation, the matter has been dealt with in accordance with the usual city council disciplinary procedures."
She said measures had been introduced to prevent similar mistakes happening again.
Coventry City Council is a member of the city's community safety partnership which is an alliance of organisations including West Midlands Police, the Probation Service and Coventry Community Drug Team.
The partnership hoped the pamphlet would help to reduce the chances of drug users suffering overdoses or adverse reactions.

way to go America. Civil Rights? don't need 'em:(
it’s for charity, mate in the ongoing efforts to find a good spot for a party, (or permission to use a good spot) i came up with an idea.
earlier this summer at one party we had, the landowner turned up in the morning asking for money for his church fund. and fair play to him.
the thought sprung to mind that we could party on his land again, if we asked everyone for a £5 donation to park (i'm sure that's legal), with a fulll day of bands, chai and fire followed by a free party.
in this way, I hope to both provide a positively good party with a lasting impact, and a difficult one for the OB, cos it's all in a good cause, on private land, with permission, by invitation (loopily) .
in, what? 16 hours, we could make £3000 for some brazilian street kid's care an education... blimey! hope i'm not getting too right on
have you done something similar? can you offer any advice?
do you own some land in the south west? can you get me lord *****'s phone number?12
wrong weekends on the wridgeway…(summer party reviews) a sort of end of season party review type thing, some details may be a bit jumbled, I am after all writing this from memory over 6 months of parties!
Despite Thames Valley Police attempting a "zero tolerance" policy on unlicensed raves on the Ridgeway (a large track in Southern England which is apparetly the "first ancient highway" or something like that), our local crews still managed many parties this summer season...
At our first multi-rigger, 30+ TVP officers in full TSG formation (riot squad) turned up; only to realise they were heavily outnumbered and retreat shortly afterwards and leave everyone to carry on...
All the usual suspects turned up at one of more of these places :
phantom/void, storm/surge, somatek, project mayhem, tunnel crew, underdog, and appearances from london rigs including PaniK and TOM/TOL - apologies if I've forgotten any others!
This summer a new crew has been about in the Thames Valley; the "wrong" rig (wrig?) - randomonkey (who joined the infamous band of thames valley ravers) late last year purchased a motor van and a genset; along with Pip, those from phantom/void who didn't go to Europe this year and the remainder of the sokaid kit he set up a chill out rig / bar described as a "more sick and twisted Itsy Bitsy".., (this comment may have been after we let Bird play on the rig with her infamous 80s selection) - if you haven't heard this come along to one of the thames valley parties :D
my enduring memory of this is the first outing which started off in
Basingstoke and relocated to cholsey downs; where I ended up dancing with a young lady from the area to Birds 80s selection (at one point couldn't help feeling that I was in a school disco again!) - people were having a brilliant time in the summer heat (it was one of the few decent summer weekends!) and even the cops were friendly (one seemed to particularly like the 80s stuff).
Some of the girls even put on a k-heads gymnastics display(!) - and were joined by Discopete, who was turning cartwheels on the grass (for those who don't know him he is a chap in his mid-thirties and of fairly stout build, who you wouldn't normally associate with athletic activities ;) )
there were other episodes of wrongess too - this time in hampshire for a moot.
originally this was planned for the ridgeway, but as we arrived we heard the unmistakeable sound of a Eurocopter EC135 (their tail propellers are supposed to be quieter, but sound like a big extractor fan) overhead, bawling out the Section 63 "please leave the area" message through the "skyshout" loudspeakers as the same cops from last time politely suggested "you lot have partied the ridgeway nearly every weekend; why don't you go into another county this time?!) - so we did!
The party relocated to Beacon Hill in Hampshire - a convoy as far as the eye could see and 9-10 rigs in total, with thw wrong crew tucked away in the forest... much fun was had by all throughout the night and into Sunday morning.
On sunday afternoon the cops turned up and apparently seized kit of one crew who left early; there was a minor scare when some peopel thought the site was being stormed by police horses; but it turned out to be civillians pony-trekking; who had feared our rigs would scare their nags, and asked the bobbies to escort them...
Further down the path, other cops had set up no less than 3 levels of checkpoints, plus a mobile canteen and a comms vehicle - and were making it quite clear they wanted this party to wind down by sunday afternoon "or else" (and there was plenty of "else" about to deal with it!)
But despite running the gauntlet of all this lot (from friendly bobbies, to less friendly bobbies and the TSG who had come specially from portsmouth) most people seemed to get back OK (although no doubt the old bill got plenty of info for their computers) - there may even have been some firemen there which was strange - AFAIK nothing was on fire...
the crews planned another ridgeway party but found the place was blocked off big time with earth mounds etc; looks like the councils finally had enuff..
And so ended the summer season in our area - some good parties, I had a brilliant time this summer (and even managed to ride my bike to the ones which were near my city); a few "hairy" moments with cops spreading paranoia (TBH they were actually quite lenient though!) and party people fighting amongst themselves on site (why?) but still a good summer despite the sometimes iffy weather..
a summer to look back on with fondess as the autumn winds start to blow - and the attention is turned to the disused urban buildings ;)

August was worst month for US in Iraq http://www.csmonitor.com/2004/0907/dailyUpdate.html?s=ent2
The US military says that almost 1,100 soldiers were wounded during the month of August in Iraq, the highest total since the invasion of the country 18 months ago. Attacks on US troops averaged more than 100 a day in August. The Washington Post reports that the figure is a sign of the intensity and duration of the heavy urban fighting in cities like Najaf, Ramadi, Samarra, Falujah and the Sadr City slum section of Baghdad. Most of these cities remain under the control of insurgents despite the transfer of political authority to an interim national government.
"They were doing battlefield urban operations in four places at one time," said Lt. Col. Albert Maas, operations officer for the 2nd Medical Brigade, which oversees US combat hospitals in Iraq. "It's like working in downtown Detroit. You're going literally building to building."
The good news was that combat deaths (66), while the highest total since May, were not climbing as fast as the number of injured. Officials created the reintroduction of "heavy armored" equipment, like Abrams tanks and the Bradley fighting vehicles, for keeping the death toll down despite the intense fighting. There are no official figures available for the number of Iraqi insurgents and civilians killed or hurt.
But as August ends and September begins, the fighting does not seem to have diminshed. The Associated Press reports that Sunday seven US Marines and three Iraqi National Guard troops were killed when a suicide bomber drove up beside two Humvees and detonated his "explosive laden" car nine miles north of Fallujah. The bombing was the largest number of US military personel killed in one attack since May 2 when nine US soldiers were killed in separate mortar attacks and roadside bombings in Baghdad, Ramadi and Kirkuk.
Roadside bombs killed three American soldiers in Baghdad, and a fourth soldier died in a blast near Mosul, the US military said on Tuesday. So far 990 US troops have died in Iraq, while more than 100 other troops from other nations have also died.
Meanwhile, the governor of Baghdad survived an assassination attempt. The BBC reports that 34 people were killed as US forces fought insurgents in Sadr City, the section of Baghdad that is home to the largest contingent of supporters of radical Shiite cleric Moqtada al-Sadr.
Newsday reports on Tuesday that over the weekend Lt. Gen. Thomas Metz, one of the highest-ranking US generals in Iraq, did not dismiss the concept of holding January elections throughout the country while "leaving out any lone rebellious enclave." The Los Angeles Times reports that Lt. Gen. Metz feels fair elections could be held without cities like Fallujah being included.
'We'd have elections before we let one place like Fallujah stop [national] elections,' said Metz, the number two US military official in Iraq. 'The rest of the country can go on about a process that heads right for an election.'
The Times says Metz's statements are the clearest indication yet by any US official of just how "perilious" the security situation in Iraq has become. Officials could stick to their timetables for an election if it bypassed cities like Fallujah and others, but it could "detract from the election's credibility, foment discontent in Iraq, and leave other countries reluctant to acknowledge any government chosen in the vote."
AP notes that Metz also said major US assaults on one or more of these cities controlled by insurgents is likely before any elections would be held in January
Besides these centers of rebellion, large sections of Iraq remain beyond government control and out of reach of elections. These include Sunni Muslim areas north and west of Baghdad and, perhaps, southern Shiite cities like Basra, where sections resist US or British troops. Assaults to retake these areas could be done consecutively or simultaneously, Metz said. He said one or more might be solved through negotiations, with leaders warning that their cities face a devastating US offensive if the insurgents don't stand down.
The Daily Star of Lebanon reports Tuesday on how many Iraqis don't see the interim Iraqi National Assembly as representative of them. The Star says that one of the toughest tasks Iraqi politicians face is changing the attitudes of people "unaccustomed to involvement in governing." But members have already been discussing giving themselves pay raises and immunity from prosecution. They also decided to establish committees on foreign, national, and social affairs; security; education; immigration; economics; and elections.
'This doesn't deserve to be called a National Assembly,' said Sheikh Abdul-Sattar Abdul-Jabbar, a spokesman for the Association of Muslim Scholars, a hard-line Sunni Islamist group opposed to the current political status quo. 'They don't even respect the law that they themselves put in place.' But other Iraqis, even those who say the interim government doesn't represent their interests, said they were more hopeful. 'We have to approve of it because it exists,' said Safa Hossein, 25, a laborer in Adhamiyah, a Sunni stronghold in Baghdad long opposed to the US presence here. 'It's better than nothing, better than being occupied, better than Saddam.'
