At my work there are people (albeit double the age) with serious illnesses (including those that the younger addicts may have picked up) who are prescribed very high doses of opiates and benzos and yet gain 5-10 extra years on the end of their lives because of them...
Of course if the govt in England/Wales is dead set on "total abstinence" it is likely the stats count dead drug users as abstainers and class their flawed policies as a success, as naturally they cannot take any more drugs!
This attitude is really no better than the Philippines and at least Duterte (who incidentally for all his faults and prejudices ringfences money for healthcare investment) is open and honest about his hatred for drug users.

TBH the opinions of those interviewed do match up with a lot of younger people I speak to at work - although I don't think its the fault of the newer generations one bit; they are having to deal with the aftermath of the fuck ups of previous generations - which mean that in turn they genuinely can't afford to take too many risks with lifestyle choices.

UK : LDN (N) : Fabric permanently locked off.. I've got mixed views about this - clearly its a shame that any popular EDM venue is closed - but London and SE England clubbers didn't really say much when provincial venues were closed all over England starting from around 10 years ago following similar moral panics and demand for land/buildings from more profitable businesses (my current home town, Ipswich has been badly hit by this).
Also all the corporate superclubs of the 90s/00 (of which Fabric is one) spent the "good times" (when it might even have been the case drugs were tolerated by the previous governments to some extent as a distraction technique against worsening global situations) in cut throat competition with each other and any smaller promoters (especially those putting on events in the suburbs just outside London).
Of course this closure isn't going to stop drug abuse in London one bit and may make it worse - when EDM venues were closed all across Essex there was a brief spike in young people going directly to much harder drugs like crack and heroin.
However, if we want "Dutch" or "German" style nightlife in our cities in England we have to behave more like our neighbours across the North Sea - where promoters worked together even 10-20 years ago (and more importantly wider society value leisure activities as much as profit generating businesses. This difference in culture might require a thread of its own to explain).
Clubbers themselves have to behave better (whether or not they take drugs). I stopped going to (legal) EDM events around 5 years ago as even if there were good pills or whatever else the atmosphere was not as good.
There was always the risk of sketchy violence, and a lot of racial and gender tension (EDM in 80s/90s prided itself on being an especially inclusive/diverse subculture). It wasn't a great loss as I was getting older anyway, but younger friends some of whom had only just started partying understandably didn't want to just give up and many seemed to end up in unpleasant situations whether as clubbers or promoters.
Although the Grauniad is lamenting the loss of this club (and others across England); the same newspaper has over the years reported many horror stories about in particular sexual harrasment and assault against young girls/women on the UK nightlife/music scene as well as gang violence linked to certain urban music genres popular at commercial clubs; and to be fair they do not exaggerate or sensationalise crime like rightwing newspapers tend to.
I've noticed organisations like NTIA (Night Time Industries Association) cropping up in recent years but with changing attitudes within society it could be too little, too late...

UK : At last, some proper research on stims and mental health for 30 years too much research has been biased towards "stay away from these drugs, you will have heart attack/stroke and drop dead" which in reality is only a risk in cases of accidental gross overdose (or deliberate such as suicide attempt) and even then is uncommon in comparison to the number of users - whilst the more complex issues with chronic mental health risks hadn't been noted as much.
one factor is technology; although the risks were mentioned 25 years ago ts only been in the last few years that easy to use PC based systems are available to frontline staff, from which useful statistics can be extracted. Although the research covers a variety of stims (and until the NPS ban this year there were loads readily available) from my own personal experience and that of others from 1988 to about 2010 I agree with what the Professor is warning users about; too much MDMA makes it very hard to think straight.
Unfortunately the most popular time for taking the stuff is from age 16-25 its when young people already have a lot of pressures on them so could easily cause mental health risks; of a kind (such as mood swings) that in extreme can affect others and lead to behaviour that results in arrest / being sectioned!
The good news is much of the problems are in fact reversible after reducing usage or stopping the use of theses drugs; the appeal of MDMA diminishes anyway as folk reach age 30-40 as the recovery time outweighs the fun aspects especially when family and career responsiblities are greater.
Other stims don't hammer the brain as hard (and in moderate doses can even be beneficial!) but they still have the exhaustion and (lesser) mood swings.
