this actually happens (not permanently) in male mammals during times of anxiety, due to adrenaline in the blood (the same chemicals as found in amfetamine), as an obvious protection mechanism.
in serious fights amongst other mammal species (such as cats and dogs) one will often try and attack the others genitals to stop their rival being able to reproduce – even amongst humans in Great Britain you get a domestic situation where someone discharges a firearm at their rivals groin – not so much to kill but to maim and disfigure (happened at a wedding party in Reading a few years back, usually the weapon used is a shotgun at close range (this may also be where the term “shotgun wedding comes from!”)
so panic can indeed have that effect on males, especially on those who feel there is a genuine threat.. but its temporary and everything is back to normal when danger subsides.
as the Wikipedia article said it was a common problem in SE Asia until recently, and still occasionally can be a problem in villages – often its racially motivated and can be a way of getting back at someone from a rival group who is “popular with the ladies”. People were in fact getting hurt and killed over these rumours, at least until the authorities stepped in (albeit at the expense of some freedoms).
