possibly; although perhaps they thought the dogs would be more faithful than a human courier and wouldn’t grass them up…
also its becoming more common to take pets on holiday these days…
I did actually find this quite shocking. I have come across some fairly “gnarly” people in my time who have done lots of naughty stuff, but even they would not consider using animals for this purpose….
