this dude is part of the Red Cross so its legal for him to add the blue lights to his bike – it can often be first on scene to an incident like a senior who has fallen over/taken ill in the pedestrianised shopping area and carry life saving equipment like defibrillators (we have them in the UK as well); and treat the patient at the scene; if they need a full size ambulance the officer can use their portable radio to request this.
