this seems like a very good idea – it is just the right size and power to be safe on European roads (it would be licensed in the same way as existing motorcycles) and has more room to carry the cargo than many cars and small vans. It is also quiet and pollution free; unlike similar powered small motorcycles used to deliver pizzas etc….
