seriously though from what I remember I don’t think the foot and mouth made that much of an impact to the policing of raves, if anything the cops would have been stretched further having to deal with the logistics of what was Britain’s largest peace-time emergency since WW II..
Most decently organised raves aren’t held that near livestock farms as people aren’t that harsh and don’t want to deliberately harrass the animals anyway (and at raves in 2001 there were actually a few less idiots)
I suspect though the sheer fact that raves (and associated mass trespass) still happened did boost the public backlash against them (particularly from the rural business community) which led to laws being tightened up and a crackdown from 2004 onwards..
