you grew up just around the time European countries were trying to discourage kids from becoming too interested in things that explode, as they had only just escaped being blown to ash by atom bombs and there was war in some countries and terrorist bombs (not just from foreigners either) in many others.
I vaguely remember (I was a small boy then) that the amount of explosive stuff in them was reduced worldwide in the late 1970s to comply with some UN recommendation, possibly after a few factories making them had exploded. it also has to be mixed with inert stuff like sawdust and this done very slowly and carefully (or a bulk amount goes kaboom) so there are always a few “duds” in a pack of them.
They were never banned and can still be found today; although probably only sold after someone produces age ID and there is (understandably) a limit to how many can be sent via post…
