I think its pure stubbornness, and scare tactics – too many people in society are still against tolerating drug use so are trying any tactic they can and are prepared to sacrifice even their own liberty in order to control others.
They are hoping to divide and conquer groups of friends in the (perhaps false) hope that some might be put off drugs due to these random checks.
What is more likely to happen is that it will push both drug use and socialising back to peoples houses and the streets outside CCTV view and any drop in crime in town will be offset by more noise and anti-social behaviour complaints on residential estates.
I know a lot of my younger friends here (and even some older ones) are already avoiding licensed premises due to over-zealous ID/age checks, and spiralling drinks prices (in part caused by the costs of these sorts of initiatives being passed back in the form of increased licensing fees).
It needs to go as far as venues losing substantial amounts of business due to people not accepting this sort of control though before anything will change…
