I think some states of the USA have had those laws since Reagan was in power;
although as its not the entire country where this happens those who might have committed two crimes simply move to a state where they don’t have such harsh penalties rather than emigrating as a whole (they may not have travel documents or be able to learn different languages).
The whole way the law works in America is highly confusing to anyone else due to the concept of legislators being alllowed to pass different criminal laws within regions (but it is also why marijuana is legal in some states but not others).

GL’s answer explains it, but yeah having two strikes in a state has now effect on another state, so you get two felony convictions in your home state upon getting out of prison the second time an individual will likely move to a new state where they now have a clean slate. This works well for O.G.s or “Original Gangsters” who have respect and a higher up position in their gang, they can easily get set up with a similar position in an affiliate gang 500 or 1000km away.

According to Dutch national news 1000 people are already dead from these purges. The president has only been in power since 2 months. At the same time he is appeasing various Muslim hardliners in PH and holding peace talks with them! These hardliners are not quite as bad as Daesh but as well as controlling some more rural areas of PH have already caused some minor conflicts in Malaysia (they even invaded a part of it a few years ago).
The saddest part of this is Fillipinos are by and large very well educated, hard working people, who voted this “Asian Donald Trump” out of genuine frustration at the levels of corruption and crime in their country (and that PH tends to get the lower value tech jobs and businesses such as call centres, internet marketing and the more polluting end of the electronics industry rather than the lucrative product design and high end manufacturing contracts found in Malaysia and Singapore.

President Duterte is now openly criticising the UN and threatening to take PH out of the UN and form an alliance with CN and some (unspecified) African nations!
Not sure whether this is anything more than an empty threat (withdrawing from the UN is difficult although SY and ID have temporarily withdrawn during the 1960s) but the UN do not even take any punitive action against other nations which use the death penalty against drug dealers; although they do criticise suspected extra-judicial murders by cops or other groups for any reason.
Can’t help but think that stuff like Brexit in the UK (as well as full on war elsewhere in the globe) is giving him the courage and empowerment; as even if Manila does leave the UN its still stable and prosperous enough and closely allied to the USA to prevent it becoming a victim of any “black operations” from CIA (there are still many electronics factories there which make very important components for mobile phone masts and other high power wireless equipment).
