at “street level” the only thing I can think of is to befriend someone who works in a hospital, surgery, care home or even a vet where they have access to clean ones (and don’t count them too closely!)
TBH this is the sort of “local connection” that really only people in your city/town would know for sure
On a longer term basis maybe these guys can help and perhaps there is a needle exchange in your area

In our country (and maybe many other European nations) the National Health Service in some areas will give drug users new needles and a sharps bin for free – it works out cheaper in the long run than the cost of treating them when/if they get sick…
