maybe if good quality E’s where still easy to get things would be different ..
its a mixture of both.
good quality E’s got clamped down on because people binged on them and frightened the healthcare and criminal justice authorities not just in the UK but foreign countries too – todays world is globalised and multicultural so a drugs scare and clampdown in one country does affect everywhere else. in fact feds in Asia, USA and EU have all worked together to combat MDMA because of the moral panic, but good MDMA was around as recently as 2008 and can still be found but not in the quantities many users want.
this led to mephedrone taking over, then as you say it increased drugs culture as it was just about legal and very convenient to purchase (although getting caught with the stuff on the street would still have got folk nicked). now mephedrone is harder to get hold of people are hoping other stuff will get round the laws, but the days of this are numbered.
