they stopped hanging people in that part of the world for silly little amounts of weed over the last few years, whilst 18 months in prison and immigration detention in a foreign country (most will give Asian dealers the full stretch so they can go back free and not risk death penalty) isn’t as appealing for what is now a completely saturated market with heavy competition.
Plus there are relatively well paid and secure jobs (when the country isn’t flooded) making gadgets what weren’t as common in the 90s. These factors mean it probably all gets smoked long before it reaches the West 😉
