Even NL has had to step back from decrim due to criticism from Washington (a lot of American companies invest in the Netherlands and with the euro going to shit they can’t afford to turn down this business or dissent too much).

However the use of any controlled drug for genuine medical purposes is permitted everywhere even in the harshest countries. The reason feds go after those producing “medical” weed is because a fair bit gets sold locally on the black market and/or diverted to other countries via places like silk road etc and the govts of these countries complain to Washington. In reality the drugs laws in most of Northern Europe are lenient anyway. Had I grown up in Malaysia although I wouldn’t have got death penalty (its nowadays rarely used for posession or even small time dealing) I’d certainly have ended up in compulsory hospital rehab at least once. that said Sweden went from decriminalisation to zero tolerance in the space of a few years during the 1960s….

in Malaysia and Singapore (which TBH are very rich countries these days by SE Asian standards) all sorts of benzos and less strong opiates are easily available OTC but you get in bad shit for having street drugs. They got caught out by ketamine as both countries have public health services like Europe and this drug is widely used for human and veterinary treatment in these countries so much more easily diverted.

Eastern countries including the Islamic ones aren’t actually as judgemental about drug use as many Westerners expect them to be – they have only become harsh in recent times because the West used the drug culture against them to colonise them in the 20th century. Even the Dutch gedoogbeleid policy was formed out of a policy they used to keep hold of their colonies in SE Asia by tolerating drugs use amongst the natives, and Malaya only introduced strong drugs control after independence as they feared either the UK, JP or CN would use drugs to recolonise them.
