Although in Europe entrapment by cops is forbidden / strongly discouraged (as the judges throw the case out of Court) all the telecoms companies and ISPs co-operate long before GCHQ/MIVD/BND/DST/PET (thats just some of the Euro spy agencies) gets involved. If the traffic is in English or goes through UK / USA servers often GCHQ and NSA help other European agencies.

Of course they won’t bother for a few grams personal use; but if people are repeatedly dealing online they will get caught and even encouraging people towards risky behaviour with drugs or life in general in the media is monitored by British authorities (the BBC working with GCHQ at a place called Caversham – they have been doing that since the analogue days. Back then there was a dude I know who is the Ed Snowden of that era who told me what you can and can’t get away with; those rules still apply today).
