I think in the USA dried poppies are illegal so you can make it with seeds but you need a fuck load. You can buy the pods online quite easily and they are legal in the UK until you prepare them. They are often used for flower arranging.
But I would not recommend it to anyone unless you are very cautious are the strength can vary so much from one load of pods to another. There have been a number of deaths.
