Ken Livingstone: Was his suspension right or wrong? Londoners voted for a mayor they knew to be outspoken. They don't need a faceless quango to protect them

No one could say that Ken Livingstone is naturally discreet or prone to grey understatement. I have a vivid memory of interviewing him on a London bus for this paper. As we were careering round a corner, he announced loudly to the crowded interior: "I just long for the day I wake up and find that the Saudi royal family are swinging from lamp posts and they've got a proper government that represents the people of Saudi Arabia."
His loyal press officer blanched and made vague "Please don't say this, boss" gestures but the London mayor was completely unabashed. His cheery enthusiasm for publicly hanging a key British ally in the Middle East produced predictable demands for his expulsion yet again from the Labour party, and his Tory opponent in the mayoral race, Steve Norris, accused him of incitement. Ken did not much care. After all, when it came to Tony Blair's allies, he had already accused George Bush of being "the greatest threat to life on this planet". So, go on, Ken, tell us what you really think.
It is very easy to attack Livingstone for going over the top, for expressing himself pugnaciously or indeed for a lifelong aversion to diplomatic language. Many people find his words odious. When, back in the 80s, he said that Britain's treatment of the Irish over the past 800 years had been worse than Hitler's treatment of the Jews, he did cause offence.
So his now notorious late-night exchange with a reporter from the London Evening Standard, who happened to be Jewish, was pretty unexceptional by Livingstone standards. His relations with the paper are dire and he accused its man of being "a German war criminal" and "behaving just like a concentration camp guard ... doing it because you are paid to". Then he described the reporter's employer as "a load of scumbags and reactionary bigots".
Robust, certainly: but does this really warrant his suspension as mayor of London for four weeks, from Wednesday? Who, you may want to know, has the power to suspend someone with a huge democratic mandate anyway?
The answer is that London was robbed of its elected leader by the adjudication panel for England which, according to its helpful website, was established under "part III, chapter IV of the Local Government Act 2000 to hear and adjudicate on matters concerning the conduct of local authority members" and "pursuant to section 59 (4) (d) ... considers reference made to it by an ethical standards officer ..." from the Standards Board for England. This is, in other words, another example of the spread of the unelected quango state, which grew under the Tories and has spread under New Labour.
The three people who sat in judgment on Livingstone may, for all I know, be thoroughly decent men. One has a background in Yorkshire local government, another has been a pensions ombudsman and the third is a former civil servant. They decided that Livingstone's remarks to the journalist were "unnecessarily insensitive and offensive" and would damage the reputation of his office. It was, obviously, not Ken's reputation that concerned them but that of the job he was doing.
All of which is a mixture of the blindingly obvious and the thoroughly irrelevant. Many people will be offended by what he said. Many people are offended by what lots of politicians say. He may have been "unnecessarily offensive" to a journalist; but what would the right and necessary amount of offensiveness have been? Some will feel the dignity of mayoral office has been compromised. Others will laugh. The point is: what do we feel about an anonymous, unknown little clique of unelected bureaucrats removing from power for a month (and their powers are far wider) a man who has twice been elected by Londoners?
It is worth rehearsing the numbers. He has won the job, fair and square, twice in succession, first as an independent candidate and then as Labour's candidate. On the latter occasion, despite all the controversies of his first term (or perhaps because of them) he received 685,541 first-preference votes and, taking into account the secondpreference votes, 828,300 in total. He is hardly an unknown figure. His highs and lows have been widely publicised. Yet three people can set aside the votes of more than 800,000 because they feel he has caused "unnecessary offence".
This is surreal. It is undemocratic. Perhaps we should report the adjudication panel to the ethical standards officer, and get him to make them adjudicate on their own behaviour in compromising the dignity of British democracy. Could they suspend themselves? Could it be for longer than a month?
The affair is not, however, just darkly funny. It raises tougher questions still. You may or may not agree with Ken's views on the Middle East, but to move from his hostility to the actions of the state of Israel to suggest that he behaved in an anti-semitic way is gross. He has made clear, on these pages and elsewhere, the distinction between his loathing of the Holocaust and his admiration for the Jewish people, on the one hand, and his anger about Israel's treatment of the Palestinians, on the other. He has worked with the Board of Deputies of British Jews against the National Front. His hatred of the Mail group is connected to its pre-war admiration for the Nazis. He has to be allowed his strong views.
The final point is wider. All around we hear complaints about a lack of interest in politics, a disillusion with politicians who all sound the same. Where are the interesting, strong voices, people ask. The new Power report opens with a heartfelt cry from Helena Kennedy who speaks of "thousands of people around the country who feel quietly angry or depressed. When it comes to politics they feel they are eating stones ... The politicos have no idea of the extent of the alienation that is out there."
This alienation has many causes. But the intervention of unelected officials and bureaucratic quangos at so many levels of life certainly has something to do with it. There is a great grey web of boards, offices, committees and commissions weighing down on public life; Livingstone has fallen foul of one.
If we are to have a revival of interest in democratic politics, it does need outspoken, strong and occasionally reckless views - the things said in the street and the pub - argued about openly and honestly. Ken is popular partly because he has taken bold decisions, notably over congestion charging, but also because he speaks out. Ken is Ken. That's why London chose him. And honestly, dear section 59 (4) (d), we are big enough to live with the consequences.

DUST21, is the brainchild of founder member and band producer Majeeko aka Luke Barr, who also plays lead guitar, keyboards, and percussion in the band. DUST21, also incorporates the talents of Rony Blue - singer songwriter, Lady MC, Sensha on electric double bass, Neil Shervell on drums, & DJ's Crafty & S.P.Y. on turntables. As an unsigned band, the last two years for DUST21 have been all about producing enough of the quality tunes needed to create the current show that has made a serious impact at recent gigs and has got the industry heads talking about them as being the next DnB band that can make it big. Blackout are a live Drum'n'Bass outfit from Bristol, UK. Let me show you the way….
Is satnav all it’s cracked up to be?
Many of you have by now seen stacks of adverts for “in-car satellite navigation equipment” in high-street electronics stores – “space-age” gadgets with electronic maps which claim guide you anywhere in the country (or World) you wish.
Devices cost around £200-£400 (in the UK), usually mount on the dashboard and use the vehicles 12v power supply feed either from a “car kit” or via the cigarette lighter. Most are portable (although not all work outside the vehicle) to avoid the devices being stolen if left unattended (a now common crime report in local papers!)
The kit seems perfect (if you can afford it) for finding a distant club or party/festival venue, or even visiting your friends who moved to a new city due to attending University or finding employment there. Never get lost again!
But are these devices the miracles they claim to be, and are there better alternatives?
The technology behind satellite navigation dates back to the late1970s/early 1980s – at the height of the Cold War. It had been known since the early days of wireless communication that the location of a radio signal can be traced by monitoring its reception strength at different locations (a technique still used today to locate pirate stations).
Various schemes using land-based transmitters were already available for civil and military aircraft navigational aids; but as space technology improved the Pentagon (and the Soviets) both realised that transmitting signals from a number of satellites in space (the orbit of these satellites being known)would enable a user on the ground to locate their position using a radio receiver.
Thus the Global Positioning System (GPS) and its Soviet counterpart (GLONASS) were born. As you would expect, initially the “terminal equipment” (the device used to receive the signals and provide the positional display) was complicated, expensive and initially restricted to military use (AFAIK the Soviets never released GLONASS to the public!)
By the 1980s the Pentagon permitted civilian use of GPS (albeit with deliberately introduced positional errors in certain areas!), and electronic manufacture had advanced to a level whereby the technology involved (a computer-controlled radio receiver, digital decoding equipment, and display) was becoming more affordable (although it cost thousands of dollars initially, and was only installed on high-end boats and aircraft).
As technology developed through the 1990s, equipment became smaller, lighter, and cheaper – it became possible by the end of the 1990s to purchase a GPS receiver the size (and price) of a mobile telephone, with sophisticated facilities and rudimentary map displays.
However, this still required users to have some geographical knowledge and the memory of first-generation GPS terminals and their display size was limited - so as PDA’s / pocket PCs became more common and memory became cheaper, various manufacturers hit upon the idea of combining the two devices – using the PDA with custom software to provide electronic map displays of the locality, using signals derived from the GPS receiver. All “satnav” devices currently sold are based on this technology; many also offer other PDA functions such as calendars, telephone directories etc as well as navigational purposes.
However, they are not without problems….
GPS is not infallible. Like any radio signal, it can be blocked by terrain (dense woods block the signals) or other interference sources. Those who use it in harsh terrain (particularly military and other search/rescue services) are strongly cautioned never to rely upon it as a sole navigational aid.
Using the pretty electronic maps when you have no knowledge of an area is rather like using a calculator before you have learnt arithmetic in elementary school.
Worse still, they are often inaccurate, as the manufacturers of satnav equipment sometimes do not buy the correct and accurate e-maps from the national mapping agencies of the country in which the equipment is sold (assuming of course the country actually permits such maps to be sold anyway, many do not!). Electronic map displays often malfunction when the GPS feeding them provides incorrect data due to signal reception problems – several friends of mine have got hopelessly lost this way!
The devices themselves can malfunction – although standalone GPS terminals are fairly robust they are heavy on battery usage (always take spare batteries!) and electronic satnav devices can (and do) crash and have to be reset – not always practical if you are driving at the time!
And what if you don’t drive a motor car? Perhaps you prefer to travel by
bicycle? Bicycles don’t (normally) have 12v power feeds (if yours does, you are probably already a gadget freak and won’t need this article anyway!)
The solution? Buy a standalone GPS receiver – any good outdoor goods place will sell them or they can be purchased on-line (if it has built-in maps make sure it is the correct one for your home country or continent!). They are far cheaper than the in-car devices (around £160-£200 for a decent one)
Then (if permissible) purchase a set of maps from your country’s national mapping agency – in the UK it is the Ordnance Survey – and a compass. Learn how to read these maps first if you were not taught in school (or anywhere else), (the OS provides an on-line training guide!) - set your GPS receiver to use your country’s grid system – and off you go (did you remember the spare batteries?)
You may also be interested in a pastime known as “geocaching” where people hide random stuff in odd places and track it with their GPS devices – good training to learn how to navigate (and what to do when signal drops make the display go blank!)
And if you are still getting lost after this; perhaps it’s a matter of not celebrating too much before you have reached your intended destination J

MI6 payouts over secret LSD tests
Three UK ex-servicemen have been given compensation after they were given LSD without their consent in the 1950s.
The men volunteered to be "guinea pigs" at the government research base Porton Down after being told scientists wanted to find a cure for the common
cold.
But they were given the hallucinogen in mind control tests, and some volunteers had terrifying hallucinations.
The Foreign Office said the secret intelligence body MI6 had made the settlements after legal advice.
The out-of-court settlements are thought to be under £10,000 for each of the men.
A spokesman for the Foreign Office, which oversees MI6, said: "The settlement offers were made to the government on behalf of the three claimants
which, on legal advice, and in the particular circumstances of these cases, the government thinks it appropriate to accept."
The men had volunteered for experiments at the government's chemical warfare research base at Porton Down in Wiltshire in 1953 and 1954.
They stick to the old maxim: never apologise, never explain

Following the settlement, Don Webb, who was a 19-year-old airman at the time, told BBC Radio 4's Today programme: "I think they grudgingly
acknowledged that they did something wrong.
"They stick to the old maxim: never apologise, never explain. But I think in this case they have decided to pay some money. I think that is as near
to an apology or an explanation I'll get."
Both he and fellow serviceman Logan Marr, a former shepherd from the Scottish highlands, suffered hallucinations after they were asked to drink a
clear liquid.
The third man did not wish to be named.
The research was carried out after British and American governments thought the Soviet Union had developed a "truth drug" which could compel spies
and servicemen to yield up important secrets.
MI6 scientists decided to test LSD, the closest thing they thought they had to a truth drug, on volunteers to see how they reacted.
'Volunteers programme'
Alan Care, a lawyer who represented the three men, said: "As far as we are aware, these are the first settlements by the secret intelligence
services for a personal injury action."
He added that a request that documents relating to the case be put into the public domain had been refused.
Some volunteers at the base did not find out they had been given LSD until 50 years later. Thousands of servicemen and women have volunteered in the
testing of defences against chemical and biological attacks at the Wiltshire military base.
Research began in 1916 using a "volunteers programme", and up to 20,000 people took part in various trials in the 50 years up to 1989.
Last October, the government was found guilty of breaching the human rights of former soldier Thomas Roche, who claimed he developed health problems
as a result of mustard gas and nerve agent tests in 1962 and 1963.

Following Rosko's No.1 Billboard Club Chart single "Love is a Drug", Rosko and Jordan team up again, this time with Italian producer Milly DeMori to bring us "Milkbone," to be released on Dusk Recordings. They are joined by the musical talents of Bruce Tantum of Time Out NY, Michael Hime of the Unknown People, and house favorite DJ Fame.
