IT : Italy increases drug penalties. not as harsh as I had feared, but this is clearly a rolling-back of a more tolerant stance of the early 1990s. incidentally it was introduced following a coalition between a centre-right and an extreme-right political party, a phenomenon could arise in many countries in Europe as the global security situation deteriorates and people become increasingly paranoid about economies, borders and immigration.

Distinction between 'hard' and 'soft' drugs ends (ANSA) - Rome, February 8 - Italy has approved a drug crackdown that puts marijuana on a par with heroin or cocaine .
The government hailed as ending tolerance towards marijuana users and affirming the principle that all drugs are bad .
The opposition slammed the law, claiming it put marijuana consumers at risk of incarceration at a time when the nation's jails are packed beyond capacity and about a quarter of inmates are addicts .
They claimed the law's distinctions between users and pushers were fuzzy .
The opposition also claimed the law penalised hospital-based rehabilitation centres in favour of privately run communities which allegedly do not apply the same scientific standards .
Several members of the opposition also pointed out that the 2006 budget cuts funding for rehab centres .
The opposition further accused the government of wanting to score electoral points with a measure that would appeal to voters in the run-up to April 9 elections. The government - which rammed the legislation through parliament with a confidence vote - angrily rejected opposition claims that marijuana users would face prison terms .
"It's a colossal lie," said Carlo Giovanardi of the centrist UDC party .
"Youngsters caught smoking pot will only have to fear the authorities telling their parents" .
Ignazio La Russa of the rightwing National Alliance (AN) party, which sponsored the law, said: "We have asserted three great civic principles: first, that drugs are bad for you and the State isn't indifferent; second, that only pushers are punished while young people and communities get more help; and third, that penalties for pushers are harsher" .
Another AN bigwig, Maurizio Gasparri, said: "No one's going to jail for smoking a joint. Mind you, if you find someone with 10-15 spliffs there may be more severe consequences" .
The law raises prison terms for anyone who imports, distributes or possesses narcotics, not for personal use, to 6-20 years .
Users will not escape punishment, as in the past, but penalties will be mild: ranging from an official warning to temporary confiscation of driving licenses and passports .
The law has been greeted mostly with dismay by drug treatment professionals .
Like their colleagues in other countries, they have been arguing for years that treatment should be given a much higher priority than incarceration .
Treatment specialists said the main problem facing Italy was a 80% rise in cocaine use in the past 10 years .
The crackdown has also sparked controversy because it would override a 1993 referendum in which Italians voted to decriminalise the use of drugs, allowing only pushers and traffickers to be prosecuted .
Critics argue that prohibition would force users underground, benefit the Mafia and do nothing to help addicts .
They say the drug possession amounts above which users face prosecution are very low .
According to recent statistics, 33% of Italian teenagers between the ages of 15 and 19 have smoked pot at least once, while 10-12% have tried cocaine, 11% ecstasy and 7-10% crack .
Among adult Italians, almost 10% are reported to use pot on a regular basis .
There are an estimated 300,000-320,000 heroin addicts in Italy, more than 20,000 of whom are in jail. In 2001, 150,300 Italians were treated for drug addiction .

My First Experience of Hoodies Went in to a pub last night for a quiet drink with my brother wearing a hoodie (hood down).
Got served without any event. In walks a young chap who is clearly a barman and he gives me the look of death then walks to the barmaid and whispers something.
He scurries off round the corner and she then politely asks me to remove my hoody. After having a good old laugh I remove it without fuss but I then felt a bit annoyed that the guy didn't have the decency to ask me himself and even ran away round the corner when she asked me.
So when he reappeared I told him in a slightly condescending voice "sorry for upsetting you my friend". He then told the barmaid not to serve me anymore and when me and my brother objected he told her not to serve either of us and asked us to leave. We decided to finish our drinks before we left and during this time he stayed round the corner out of view so the barmaid was subjected to any resulting abuse (not that we'd give any) even though it was his decision.
Anyway. We finished our drinks then took the piss out of the guy a little (not in a nasty or offensive way) and left.
My question is. Do you think he was right or wrong? I can understand they may get trouble makers wearing hoodies but surely they get an equal share of trouble makers NOT wearing hoodies? This was not a 'trendy' bar either, where you might expect them to be objective to certain types of dress.
I'm quite ammused at the whole situation to be honest. I didn't think hoodyism had hit my 'out of the way' home town yet but maybe all the media attention has made everybody 'hoody aware'.12

MY : Customs and dogs sniff out posted drug packages…. from the Star, a popular Malaysian newspaper.
PUTRAJAYA: Drug smugglers are now mailing drugs into the country as their attempts to get individuals to bring in the substance from overseas are being foiled by the authorities.
The drugs, sealed in packages, are now being sent via mail or courier.
Customs personnel stationed at Pos Malaysia Bhd’s mail and courier centre in Sepang recently stumbled upon the modus operandi, when 3kg of valium and 800gm of ketamine were found to have been couriered into the country.
The authorities found the valium in one of the parcel boxes on Jan 19 and the ketamine the day after.
Deputy director-general (preventive) Datuk Mat Yusof Abdullah said the parcels were couriered from China and Taiwan and were addressed to a “certain location in Kuala Lumpur” which he declined to reveal, saying that investigations were ongoing.
Mat Yusof said the name of the receiver was not stated in full.
“It was addressed to a company and the staff denied any knowledge of the matter,” he told a press conference yesterday.
“We have arrested several people for questioning.
“Our station at the Pos Malaysia centre in Sepang is well equipped with x-ray machines and dogs that can sniff out drugs.”

We inform you that during the first week of May 2006 the European Social
Forum will take place in Athens. At the same time the open assembly for the
creation of the "Autonomous Spaces" / Open Public Ephemeral Zone
will use a university space in the centre of Athens and will produce an
ephemeral autonomous zone that will try to bring together all the grassroots
anticapitalist, autonomous and antiauthoritarian collectives, groups and
movements. We will try all of us to co-create an open public space that will
give the opportunity to all the libertarian radical utopians, the anarchists,
the antiauthoritarians, the libertarian communists, the green anarchists, the
antisystemic Marxists, the anarchoprimitivists, the squats, the social centers and all
anti-hierarchical collectives from any lineage of the modern libertarian
thinking -action to present their work, express their ideas , and come to
public dialogue with the other collectives and the global society. This is an
open invitation for all the creative political and cultural affinity groups
and personal initiatives to participate in the construction of the zone and
the formation of the social and political agenda.
You can send your propositions to take part in the general program of the festival
until 15th of March.
We would like to let you know that this congregation will give us the
opportunity to create an antiauthoritarian autonomous zone and express our
ideas in a friendly environment. It is also provided the ability to each
collective to organize and decorate its own space, prepare and present its
own lectures or documentary shows and participate to the general assemblies

d) Meetings, talking circles and workshops at the social centers of Athens
e) Total Freedom Street Parade / organized by Void Network
An open invitation from Void Network to all the anarcho-ravers, the
technival sound-systems, the psychedelic trancers, the space travelers to
built a global celebration of social awareness in the streets of Athens
that will send in all over world the message of the fight for Total Freedom
We believe that it would be very helpful any collective which would like to
take part in this festival to prepare for traveling, to prepare their
lectures, and to help with the publicity networking.
According to the economical difficulties of some collectives we can
understand that some of them they can not organize the traveling in Athens,
so we offer to them the opportunity to participate and express their ideas
