A little more than three years ago, the US government while still under Clinton approved $40,000,000 for the the establishment of over 100 'mental health courts' to be ready by 2005. Just recently the US government has approved $20,000,000 to 'screen' the US population for 'mental illness'. Forced psychiatric medication is just around the corner. (Remember the Bush family are major shareholders in Ely Lilly)

SOVIET STYLE MENTAL HEALTH COURTS IN U.S.
The Congress has quietly authorized establishment of not more than one hundred mental health courts in the United States. An amount of $40,000,000 (over four years) was authorized to set up the courts under the supervision of the US Justice Department.
The original bill (S1865) was sponsored by Sen. Mike Dewine of Ohio and co sponsored by Sen. Domenici of New Mexico, both Republicans. However, it was rewritten by Sen. Orin Hatch (R. Utah) in his Senate Judiciary Committee and reported to the floor without a written committee report.
The bill passed the Senate on Sept 26, 2000 under “unanimous consent” (without objection). The House adopted it on Oct. 24th by voice vote under a suspension of the rules. President Clinton signed it into law on Nov. 13th.
Thus, there is no record of how anyone voted on the measure or how many were present at the votes.
That’s the history. Now for the law’s provisions.
The law would apply to all “preliminarily qualified offenders” defined as persons having, “previously or currently been diagnosed by a qualified mental health professional as having a mental illness, mental retardation, or co-occurring mental illness and substance abuse disorder, or manifest obvious signs of mental illness, mental retardation or co-occurring mental illness and substance abuse disorders during arrest or confinement or before any court..”
The term “mental illness” means a diagnosable mental, behavioral, or emotional disorder that meets diagnostic criteria within the most recent edition of the Diagnostic and Statistical Manual of Mental Disorders published by the American Psychiatric Association.
It provides for continuing judicial supervision, including periodic review of “preliminarily qualified offenders” who are charged (not convicted, but charged) with misdemeanors or nonviolent offenses. The list of offenses that would subject a person to the jurisdiction of these “mental health courts” is to be developed by the Attorney General in consultation with the Secretary of Health and Human Services and any other officials deemed appropriate.
The law also provides for “centralized case management” involving, “consolidation of all of a mentally ill or mentally retarded defendant’s cases, including violations of probation, and the coordination of all mental treatment plans and social services, including life skills training, such as housing placement, vocational training, education, job placement, health care, and relapse prevention for each participant who requires such services..”
Would opposition to a “Gay Rights city ordinance” be enough to bring one under the jurisdiction of a mental health court? You bet. For years the American Psychiatric Association classified homosexuality as a mental disorder. About fifteen years ago they dropped that and added “homophobia” (disapproval of homosexuality) as a mental disorder. If this law were enforced as it is authorized to be, that would be evidence enough to make the person a “preliminarily qualified offender.” Off to mental health court he would go.

US : Sopranos finally meet their match – the corporate US media! I'm actually not a great fan of violence in TV dramas or soaps (apart from obvious comedy violence like the Young Ones, Bottom etc!) - TBH I think some of the portrayals of domestic violence in UK and US soap operas have a nasty effect of normalising this behaviour within some sections of society
:( - but of course I simply choose not to watch them. [1] my mother does, and then complains that she is worried to go out because of crime...
OTOH, a soap opera about a Mob family will contain violence (duh!) - what is rather depressing is how quickly the shows writers were made to cave in to a desire for greater censorship, ostensibly not to protect "public morals" but so as not to jeapordise the revenue from a fat contract..
This is something broadcasters in Britain and Europe must be increasingly wary of, as the commercial element increasinly overrides the creative element in our media companies..

UK : Festival financing worries cause Berks arts centre to pull plug on popular event Sad news - this is IMO the only decent thing that ever happens in Bracknell -but thought it worth posting to give an idea of costs and the problems facing promoters. Note the insistence of the cops they get a contribution towards policing costs, despite the fact that stewards would be there, and TBH I don't recall there ever being a need for a large cop presence at Bracknell festival!

BRACKNELL's big summer weekend festival has been cancelled yet again this year - despite attracting record crowds last summer.
South Hill Park has cancelled the Out There Festival for 2005 because of increased costs and fears that a single large-scale event this year would be too much of a financial risk for the arts centre.
It is hoped that a series of smaller-scale events will replace it this year and that the festival will return in 2006.
South Hill Park chief executive Ron McAllister said: "It may be that in the long term the festival happens every second year."
He said that the costs of running the festival were ever increasing. This year for the first time they were asked to contribute toward policing costs, though detailed negotiation on this had yet to start.
Other costs such as licensing and stewarding were also on the rise.
He said the costs of staging big-scale festivals was becoming a problem nationally, with even the hugely popular Sidmouth Folk Festival in Devon being cancelled.
Mr McAllister said one of the events planned to replace the festival would be a 'big day out' at the park. This would be in July and have a range of music acts, with more of an emphasis on local performers, plus street theatre and circus entertainment. He said it would be a oneday only event.
Details of other activities will be released over the next few weeks.
He said: "We want to develop the idea of festival activities for South Hill Park. I'm very keen to make sure that everyone who came to last year's festival can still enjoy a festival experience here this summer."
One other event planned this summer is the VE Day Celebration at South Hill Park in May. "We hope this will attract 3,000 people a day, the same as the festival would. But because we are working with an external promoter there is not the same risk for South Hill Park."
The festival has a turnover of more than £190,000. Of this £130,000 has to be raised from external sources such as the Arts Council and other sponsors. The other £60,000 comes through ticket money.
Bob Angell, chairman of the South Hill Park Board, said that last year's event only broke even at the last minute.
On the Tuesday before the festival, ticket sales had only made £28,000. By the day itself these had risen to £61,000.
The centre for the first year has to operate without any cash reserves.
Mr Angell said: "There will be no deficit, and that means there have been some very difficult decisions - mainly that there will be no festival this year."
Mr McAllister said he was excited at the prospect of new and innovative events to be staged in between the main festivals
