The Gloucester Citizen
October 7, 2004
The Dursley Athletic Club athlete will join Stroud runners Mike Duxbury and Martin Humphries for the first race in the Welsh Winter Hill series. Racing up Fanfawr from the Storey Arms on the Brecon to Merthyr Road is the first challenge and it will seem like a sprint for Burton after he recently completed the 17-mile Black Mountain fell race that also included 5200ft of climbing.
"I like going over to run the Welsh series because it is fairly low key and it is a great chance to run over some interesting terrains and get away from the roads," said Burton.
"Someone once likened it to one of those illegal raves where people meet surreptitiously down some quiet country lane." Burton explained that fields of around 30 to 40 runners will gather at a pre-ordained parking space, entry fees of £2-£3 paid and then numbers written on hands.
"You set off and at the top of the hill there is someone taking down the numbers to make sure you got there," added Burton.
"Then when you cross the finish line you have to shout out your number.
"Then it is off to the nearest pub for the prize giving and some refreshment." The social side of hill running is very strong.

30/11/2004 - Eastern promise for After Dark Club
New venue could open in Bejing
REVELLERS in China could soon be treated to the After Dark experience.
The legendary nightclub in London Street is planning to open a sister venue in Beijing.
And club manager Neil Richardson believes he may have found a venue in the Chinese capital that embodies his club’s quintessential atmosphere.
“I would say it’s the kind of venue that looks better when the lights are down,” he told the Evening Post.
Mr Richardson is now in talks with bosses at the World of Suzie Wong, which opened two years ago in the Chaoyang district of Beijing, to see how a partnership could be set up.
A website dedicated to the Beijing venue explains its décor was inspired by the 1960s movie The World of Suzie Wong, which was set in Hong Kong.
“The décor of the club takes its inspiration from the hotels and opium dens of that particular era – dimly lit and secretive, yet also welcoming,” the site adds.
Mr Richardson got the idea to open an After Dark-style club venue from one of his former staff
Kathy Wang, who returned to her homeland after a year of study in Reading.
She loved the place so much she encouraged him to visit Beijing – and he said he was impressed by what he saw.
“Beijing is an extremely modern town and it was a bit of a culture shock,” he said after his visit two weeks ago.
“My friend lives there and she said the Beijing I saw was completely unrecognisable from the Beijing of 10 years ago.
“It really puts London to shame.”
Mr Richardson said he was confident he could find a niche for an After Dark-style venue in Beijing.
He said: “The thing about the night life in Beijing is that it’s quite limited at the moment – it does not really exist.
“But young people want a night life because they have been more exposed to Western culture.”
He said he had thought of opening another venue in the UK, but was reluctant to do so now because he believes the new licensing law could jeopardise the future of nightclubs.
“A lot of our customers have said many times ‘why have you not opened another After Dark Club?’” Mr Richardson said.
“But in the long term in the UK the future of nightclubs is not fantastic. We have secured ourselves a niche, we are a relatively small club but for the bigger clubs the future is bleak.”
He said the new system being introduced in February could mean bars and pubs being allowed to open all night, possibly encouraging fewer people to move on to a nightclub.
He added he had already noticed that revellers go to a club much later than a decade ago.
Mr Richardson explained the Chinese After Dark look-alike could realistically launch within the next two years.
His must-have list for a perfect nightclub includes, apart from dim lighting of course, a friendly atmosphere, low prices and music that does not follow trends.
“We stick to it and the customers like that,” he said.
“I’m very happy with the After Dark in Reading and I would like to be here for some time.
“What makes the After Dark good is that a lot of customers come in and say to us they are glad it’s here – it’s the best encouragement to continue.”

Eucommia Ulmoides, About three thousand years ago,
Shen Nong wrote about it in the first pharmacopoeia of Chinese
herbs. It has long been esteemed equal to the major tonic herbs,
including ginseng, but its relative scarcity has kept it
form becoming better known.
The leaf has been valued for long-term use. In recent decades,
Eucommia has been the subject of scientific research.
In traditional Chinese herbalism, Eucommia Ulmoides was revered
as a balancing and regulating longevity herb, believed to enhance
the vital energies and increase the essence.

At a flat in Dalston, east London, Natalie talks with passion, enthusiasm and intelligence for an hour and a half, showing me photos, cuttings, articles, pamphlets - a very ordered documentation of protest and parties. Playing with her dreads, pulling at her lip ring, she tells me about squatting and dodging police, about the lack of faith she has in the British government, in British society, but it doesn't seem to matter, because with her friends she has found everything she needs outside it. As with most of the people I speak with, the government represents a distant, irrelevant force. She doesn't vote, and doesn't know many people who do. ("Why would we want to vote for them? It's like going into a shop and there's loads of stuff to buy, but you don't want any of it.") So, in the absence of a democracy, you might as well go somewhere where you are represented, somewhere you do have a voice, where someone listens to you. For Natalie, those places are parties. She talks about rigs and parties and protests. Names like Manik. Panik. Random. Headfuk. They do free parties. Which is all about taking over a space and making it yours. With your laws. And your people.
"It was when I first moved into London and my flatmate took me to a rave. He kept going on about these parties, saying you have to come to these parties. And I didn't know what he was talking about because I'd never been to a rave before or anything like that, and so I just went along. It was in this theatre and I remember the guy on the door had a hardcore face, and he asked for donations and so I subbed him a few quid, and he pulled aside this black curtain and just got in there, and there was just people running about, selling their shit, it was just people doing exactly what they wanted, just partying exactly how they wanted, and my first thoughts were: I've found my people. I always knew there was this sort of group out there. And I never looked back."
Breaking the law is part of the fun and the point of the party. "Breaking into somewhere to set up a rig is a real buzz. You find somewhere maybe the night before, break the lock, or get through a window, and then lock the door again from the inside. When you've got a nice place like a cinema, it's wicked, you just sit in the seats and watch the rig go up and dance a bit. And there's no trouble when you're there. Leave us alone and there's no trouble. It's only when the police come and try to break it up or move you on that it can get nasty."
From Natalie, there is the strong belief that these apparently lawless groups of people are able to behave perfectly sensibly outside the law, as long as they are left alone. They are self-regulating and have their own codes of behaviour. "It's safer to get drugs in there than in clubs. I'd buy drugs off anyone at a party. Because you know who you're buying off. Or someone knows them. And if they sold you shit, then people would find out. It's not about the money or ripping people off. You can get most drugs - pills, ketamine, crack, heroin - if you want, but there's not much of a scene. It goes up and down. There was a crack scene for a bit and then some rude boys came in, and then more violence and some guns, and the parties were more moody. So they were less publicised, it became word of mouth, you'd get told by a mate, and so on."
Parties conform to different rules, exist in different times and take place in different zones. Natalie talks with enthusiasm about their disconnection from normality. "When you have a good party, you don't even think about anything bad that might have happened. You feel like you're one up on the world. They're all tucked up in bed or they're all doing such normal shit and you're breaking into a building on a massive high. Anyone's welcome, it's never more than about three quid. If it's a big party and there's a lot of rigs there, it might be a fiver. If the pigs turn up, it's just like, right, quick, everyone in, close the doors. They won't do anything. I haven't been to a party that's been busted for ages."
The party scene is driven by passion and the pull of a tight-knit social group. You versus the rest of the world.
"You got so many hundreds of people coming from everywhere, on their phones waiting for the address. It's a bit like cat and mouse. We're just having a laugh, though. You feel like a kid again. But it's all safe, it's wicked. It's about community. I go to any party, here or in Europe, and I always know someone. Or bump into someone. Or sort something out."
Accompanying her hedonism is a sense that there is injustice in the UK and an interest in doing something about it. "The criminal justice bill really made things feel different: the British government seemed to ban everything that you liked."
And for all the focus on the party, there's a nod to more serious theory. Natalie tells me about Temporary Autonomous Art Exhibitions that go on, which refer to Hakim Bey's work on Temporary Autonomous Zones (TAZs) and Pirate Utopias: spaces where, for a short time, normal rules are ignored and a more playful, less hierarchical set of behaviours can take place. As she puts it, "We have to take spaces because we're not given them."

The whole lengthy read is at
http://www.guardian.co.uk/weekend/story/0,3605,1359415,00.html
(thanks to Hyb @ ItsY BitsY for snipping the rave bit)
and goes on to link this with the scene called cruising (the practice of racing motor cars on the public highway, which sometimes involves blocking off the street and denying access t the public, at least whilst the race is on). Some ravers are also involved to an extent in this so rave is often played on the in-car sound systems, unsurprisingly the cops also link the two.
this is a BBC article on cruising in Wales
http://news.bbc.co.uk/1/hi/wales/mid/4048229.stm
(I don't go to cruises though, I don't own a car!)
An interesting article, but comes across as written by some 40 year old wooly liberal social worker type who is trying to plug his book, and IMO doesn't do our scene any favours.
Enthusisiastic as the young lady may be (and she does make some good points), telling some journo/writer that people "enjoy breaking the law" to host parties only increases the hatred of the "anti-rave" lobby. That article invites a heavy rebuttal from building owners, cops, midle englanders - evem if they don't complain they will be silently angry and hateful (one of they are particulaly good at being) and see this as extra reason for more hostile action.
There are evan a few of "liberal" types (including "eco-warriors" and "hippies") who would actually be angered by such a report, which (perhaps inadvertantly) makes the scene come across as mindless hedonism ...

Rebranding the British Royal Family I see from tabloid reports Prince Harry is in a spot of mild bother; having had to abandon his Argentinian trip amidst allegations of all night clubbing sessions, binge drinking, attempts to kidnap him and firearms being discharged near where he was staying.
Perhaps he could join the So Solid Crew?
They are after all one (Mega)man down (probably in HMP Belmarsh!) and young people in Britain often think the royal family is out of touch - this would vastly improve their "street cred". I think he even owns a set of decks as well :D
US : SF : County seeks to ban Cow Palace festival. From San Francisco Examiner
Quote:
REDWOOD CITY -- Here come the party killers.
Blaming the promoter's inability to curb drug use at its events, two local politicians are trying to shut down a popular New Year's Eve music festival where a pair of youths died from overdoses two years ago.
County Supervisor Mike Nevin and Daly City Mayor Sal Torres are urging Cow Palace officials to pull the plug on the Dec. 31 event being planned by Coolworld Entertainment, a promotions company.
In a letter to Cow Palace directors, Nevin and Torres said that by holding an all-ages party in the state-owned facility, directors were creating an environment that attracts drug users and exposes youth to a virtual pharmacy of narcotics.
"I've got nothing against music," Torres said. "I think there is a serious problem when you have an event that is really a catalyst, a breeding ground for the use of illegal narcotics."
Coolworld producer Sason Perry called Torres remarks an "unfair assessment," saying his events are concerts, not raves or drug parties.
"We do everything we can to curb drug use and promote safe festivals," Perry said.
For example, Coolworld is required to pay for 122 security guards and 20 Daly City police officers to patrol the New Year's show. Signs are placed throughout the facility warning of a zero-tolerance policy toward drugs.
"You cannot control fans. You can't legislate or predict what people are going to do. You can certainly clamp down and make it more difficult," Cow Palace CEO Michael Wegher said.
At a 2002 New Year's Eve party at the Cow Palace put on by Coolworld, Peter Hoang, 19, of Stockton, and Michael Uveges, 23, of Rohnert Park, died after taking cocaine, Ecstasy and marijuana. Six others were hospitalized.
Since then, undercover narcotics agents have descended on the shows. A September 2003 Coolworld event at the Cow Palace netted 61 drug arrests. Another on Oct. 9 saw 40 of the roughly 7,000 revelers jailed for drug violations.
"If they can't find they can curb the drug use, then maybe it's time to rethink what they are promoting," Torres said. "Don't risk the safety of my community because you feel you have the right to play and promote your music."
By that logic, Perry said, no large concerts could be held anywhere in San Mateo County.
"Whether you go to a ballgame, a night club, a concert, any type of public function ... you are going to have some drug use," Perry said. "All you can do is do the best you can to try to curb that."
The Cow Palace is owned by the state Department of Food and Agriculture and is operated by an appointed board of directors.
Justin Nyberg:
PS: Although this is a serious post (it would be sad for all involved if their event did get stopped - I can't help but laugh whenever I see the term "cow palace" :D
Then I suppose we have raves in barns sometimes in England so it must be a bigger version of this. I presume the cows are kept elsewhere whilst the rave is happening (they may not like the moo-sic, and there could be a BSE risk).

Rave Parties Face Having to Be Licensed
A licensing system for rave parties is expected to be introduced in Hong Kong as part of a clampdown on drug abuse amongst youngsters.
The message came from Professor Lee Shiu-hung, chairman of the Action Committee Against Narcotics who disclosed the figures of drug abusers in the first three months at a media briefing on Thursday.
Local officials believed that Hong Kong is following the worldwide trend of chalking up a rapid increase in the number of people under the age of 21 taking drugs. They said the rising popularity of rave parties is responsible though there is no concrete evidence to back their view.
According to figures from the Central Registry of Drug Abusers, the number increased from 765 in the last quarter of 1999 to 1,057 in the first quarter of this year. The increase in the number of cases of people abusing the "party drug" ecstasy rose from 170 to 465 over the same quarterly period.
The figures also showed that abusers of ketamine, an anesthetic used by veterinary surgeons that has also become synonymous with raves, rose from 10 to 141.
The licensing system will be discussed next month when police anti-drugs officers and members of the Action Committee Against Narcotics meet owners of premises used for rave and party organizers.
More youngsters are taking psychotropic drugs as the "rave" culture makes it easier to obtain party drugs such as ecstasy and ketamine, local officials said. They estimated that about five large "rave" organizers were running events for up 4,000 party- goers as well as dozens of small "raves" in Hong Kong.

in 2003 I read an article on Al-Jazeera English Service (would post it but probably not the best news site to look at from work ;) ) - which claimed that raves were now commonplace in mainland South China as well!
Curiously, although China is a highly regulated country there is not as much fuss made over neighbourhood noise as there is in Britain or Europe - there is also a love of music and bright lights, so discos and raves are tolerated to an extent!
The issues with drug use are more due to worries about lost human productivity, organised crime and the effects they have on family relations.
Chinese rave music itself mostly consists of hard house and hardstyle, some of it rather cheesy although TBH no worse than anything played over here ;)
