An October vote by the San Francisco Board of Supervisors puts the city closer to ending hiring discrimination against people with past convictions. The board voted unanimously in support of a resolution to "ban the box" - a check box on city employment applications that asks, "Have you been convicted by a court?" The resolution was part of a campaign by All of Us or None, an organization of formerly-incarcerated people, prisoners and their families.
This question on the public employment application proves a barrier to people trying to find employment after they leave the penal system, even when their conviction may have nothing to do with the job they applied for, and even in cases where the conviction is many years old. A recent article in the Los Angeles Times cited research by a Princeton sociologist showing that checking a felony box on a job application reduced applicants' chances of getting an interview by at least 50%.
The All of Us or None campaign seeks to end discrimination against former prisoners and people with past criminal histories. In addition to "banning the box," the campaign also calls for limits on background checks of job applicants to ensure that such information is collected at an appropriate point in the application process and only on convictions relevant to the job. The Alliance sent a letter of support on the resolution to the San Francisco Human Rights Commission in May 2005.
All of Us or None has pushed San Francisco to focus on the issue of discrimination against people with criminal backgrounds as part of a massive city civil service reform effort. A review revealed that though the city has an existing policy of considering applications on a case-by-case basis, it is not being carried out. Linda Evans, an organizer with All of Us or None, explains, "According to their own policy as it exists now in San Francisco, there should be no disqualifying convictions except those that are legislatively mandated. For example, if you want a job in law enforcement, California law dictates that you cannot have felony convictions. If you want to work in California schools, you cannot have certain types of sex offenses."
In reality, convictions that have nothing to do with the job do have an impact on the city's consideration of job applicants. To address this problem, All of Us or None proposes that criminal background checks be performed only at the final hiring stages, when job candidates have made it through the interview process. Evans says, "What we're asking for is equal opportunity in employment -- an end to discrimination, and that's not happening. And it cannot happen if they are collecting information at the first stage of the application procedure."
Now that the Board of Supervisors has urged banning the box, the next step for All of Us or None is to work with the civil service commission, the city's department of human resources and the city attorney to set and implement policy. The civil service commission will have a hearing on the issue on December 19.

The Alliance and other public health groups are teaming up to hold the third annual Hepatitis C Summit in in Los Angeles on November 17.
The summit will provide a forum for education and discussion among local elected and appointed officials, community-based organizations, medical experts and consumers on the emerging hepatitis C epidemic and the impact of the disease on infected individuals and at-risk populations in Los Angeles County.
"Our aim in this third year is to raise awareness about a potentially deadly disease that lacks community and media attention," said Alliance Southern California regional director Alberto Mendoza, who is also the Los Angeles County Hepatitis C Task Force co-chair. "We will educate the public, honor key leaders and share the latest information on this disease through this important summit."
The California Department of Corrections estimates that half of the female prison population and 40 percent of male prisoners are infected with the hepatitis C virus (HCV). Coinfection with HIV, especially among injection drug users, is a significant problem, with some estimates suggesting that as many as one-quarter of people with HIV are coinfected with HCV. HCV infection is more serious in HIV-infected persons, leading to liver damage more quickly and possibly affecting the treatment of HIV infection.
Los Angeles Mayor Antonio Villaraigosa and Supervisor Gloria Molina will co-chair the summit, which will also be attended by Assemblymember Paul Koretz (D-West Hollywood), who will receive an award for his work to combat hepatitis C through sound public policy. The keynote address will be delivered by L.A. City AIDS Coordinator Stephen David Simon.

The San Francisco Board of Supervisors unanimously passed a resolution Wednesday urging the city to delay its implementation of the statewide medical marijuana ID card program. Supervisor Ross Mirkarimi introduced the resolution in response to vocal concerns around confidentiality from medical marijuana activists.
Implementing the statewide program would mean the end of the local ID card program San Francisco has run for several years. Stakeholders are gravely troubled by the failure of the statewide program to protect the anonymity of patients, caregivers and physicians. The Statewide regulations require the San Francisco Department of Public Health to maintain paper records of applications and medical documentation; currently the local program returns all documentation once the application is verified. The mandate to maintain records imposes an unacceptable risk of subpoena or seizure by federal officials.
San Francisco was slated to join the statewide program in early November; however, following the Board’s resolution the Department of Public Health delayed implementation until January. Delaying implementation provides medical marijuana advocates time to petition the state to modify the protocols of its program to better protect patients and caregivers.
The Drug Policy Alliance played a critical role in this important local victory through working with officials at the San Francisco Department of Public Health to organize a community forum informing the public of the confidentiality issues at stake in the implementation of the statewide program. The Alliance helped recruit local stakeholders to attend the forum and followed up with a letter to the Board of Supervisors summarizing the disturbing flaws with the State ID program and urging the Board to take action to protect and promote physician, patient and caregiver rights. In response to the community forum and Alliance's communications, the Board unanimously passed a resolution directing the county health department to refrain from implementing the State ID program pending further hearings. The Alliance is now using this momentum to create a coalition of counties and advocacy organizations, including the ACLU Drug Law Reform Project, to pressure on State officials to modify their ID program rules and procedures.

Need contract law advice Can anyone help me here? My work has screwed me over. Breakdown:
Initially with 2 part time jobs, i left one to become full time at my current place when another fella left. Initially my contract was 25 hours per week (part time remember) and requested my boss to uprade the contract to match the full time hours I was now doing (40). She said she'd do it. This was in Feb '05.
Came into work last week and my hours have been cut to 25 because that's what management say is on my contract. They've virtually made me redundant. I done some research and found this in a GNVQ paper:
'The purpose of a contract, or statement of employment, is to set out the legal basis of the relationship between an employer and employee. A contract itself comes into force as soon as an offer of employment is accepted, even if the agreement is only verbal. It does not necessarily have to be written to constitute the formulation of a contract.'
But I can't find this on the Employment Right Act 1996. Does anyone know where it is or can give me advice regarding my treatment? Also a girl I work with who had 25 hours on her contract was given a full time contract last week even though she hasn't signed anything and started the same week as I.

Re-Rave-All has already gained massive popularity among whipper snappers and raving stalwarts alike, making it an essential part of the dance calendar. However, this event promises to raise the bar in terms of music, atmosphere and production, with the fusion of dance culture in the most stunning venue and intense surroundings. The techno room is headlined by the Space djs, well known for their hardhitting style of techno and loved for their breathtaking skills on 4 decks. We then have the pleasure of announcing, that a rare London appearance, by Belfast producer Phil Kieran will take place at this event. Phil Keiran will be sure to twist up and fuse the sounds of techno, electro and house, which are at home on the play lists of radio 1's DJ's Zane Lowe and Annie Mac. Also in the spirit of Re-Rave-Alls celebration of the new, the up and coming and the classic, there will also be an exciting live set from Old skool acid maestro Egebamyasi, and the rising star, known as Saytek.
Room 2 sees a rare blend of old skool hardcore and new skool breaks. On the old skool tip, the one dj all you old ravers will know and love is Stu Allen, finally making it to London, backed up by Remanisce radio's Demolition Cru and Nikki Dimensions from Raindance. On the nu skool side of things we have hot new duo Search and Destroy, who blend dnb, electro, dubstep and grime, Re-Rave-All's very own 5 piece live pa Phuturesonic, incl 2 vocalists, scratch dj and Groove Armadas very own percussionist Patrick Dawes. Also from Re-Rave-All, the highly respected underground dj, Louise PlusOne, who will be playing a mix of old skool techno and breaks. Also the incredibly talented Jerome Hill well will be playing a very rare old skool set.
Last but not least, The DNAudio crew play host to one of the best drum n bass lineups of the year. Headlined by D Bridge, best known for his part in the legendary outfit, Bad Company, and, part of the Renegade Hardware family. Chase and Status, with their devestating new sounds and also tearing up dancefloors all over the place, Viscious Circle. As well as this and DNAudio crew bring you their very own Silent Witness, Break and Squire, who are steaming into the dizzy height of the dnb music scene.
