The Wall Street Journal reports today that IBM became the first major American corporation to specifically forbid the use of genetic information in employment decisions.
Last week, the Chicago Bulls traded Eddy Curry to the New York Knicks after he refused to submit to a genetic test. Curry had suffered from a heart arrhythmia.
Genetic tests have the capability of showing a propensity for a particular disease, among other characteristics. However, it is an imprecise measure insofar as it does not predict whether a person will get a disease, particularly when one considers overarching personal and environmental factors. When news of the Curry story broke, CNBC noted that many CEOs who had beaten back illnesses like cancer would have been precluded from employment had genetic testing been in place.
Most states already forbid genetic employment discrimination, including California. See Government Code Section 12940(o). IBM's new policy is a welcome development, as discrimination claims can be long, costly affairs for all parties involved.

Today marks the sixth consecutive day of clouds in New York City - cloudy as in no sun whatsoever. I'm dreaming of sunny skies, so I scoped out the website for the Westin Hotel in Long Beach, site of the Nov 10-12 DPA conference.
WOO HOO I can't wait there's an outdoor heated pool, a bar in each room and the hotel is a mile from the beach.
Rooms at the Westin are booked, but you can still get rooms at the Travelodge (5 min walk), Rodeway (8 min walk), and Inn of Long Beach (1 block).
(there are panels on the drug war, too. did i mention the beach and pool?)

[In the News] Alliance Emerges as Leader in Hepatitis C Prevention and Treatment Policy Published: Thu, 13 Oct 2005 09:17:30 EST
Although the words hepatitis or liver do not appear in the organization's name, the Drug Policy Alliance has emerged as one of the leading hepatitis C virus prevention and treatment advocates in the United States.
Syringe sharing is the leading cause of hepatitis C in the U.S. today, and most medical experts agree that access to clean syringes is the best deterrent against spreading debilitating liver diseases such as hepatitis C.
To this end the Drug Policy Alliance has made substantial headway in promoting liver health though litigation and legislative efforts.
This summer the Alliance, in conjunction with the ACLU, prepared and filed an amicus brief in the U.S. Court of Appeals for the Second Circuit on behalf of medical and public health experts (Morgan v. Wright). They argued that the policy of the New York State Department of Corrections, which delayed or denied hepatitis C treatment to inmates with a history of drug use, flouted both the law and accepted medical practice. The Attorney General of New York, tasked with defending the Corrections Department policy, recently decided to drop the state's appeal and is no longer trying to defend the policy.
Meanwhile, at the Drug Policy Alliance’s state capitol offices in California and New Jersey, the organization has both crafted and supported legislation designed to combat hepatitis C.
In Sacramento this legislative session, the Drug Policy Alliance actively supported a bill recently signed into law by the governor to require prisons, where a large number of hepatitis C cases originate, to give information and voluntary screening to prisoners upon intake.
In Trenton, two syringe access bills have passed the New Jersey Assembly this year, and will likely be considered further this fall.
The Alliance has also worked with and been integral in forming other groups that directly deal with hepatitis C issues. Alberto Mendoza, director of the Alliance's Southern California office, has been the co-chairman of the Los Angeles County Hepatitis C Task Force since last year, and helped make HIV-hepatitis co-infection a central issue for the Southern California HIV Advocacy Coalition, which he co-chaired in 2004.
Reena Szczepanski, who heads the Drug Policy Alliance’s New Mexico office, formerly worked for the New Mexico Department of Health, where she founded the nonprofit Hepatitis C Alliance last year. This is the first organized advocacy group for those infected with the disease, and the Alliance New Mexico is now actively working with the group to craft legislation related to hepatitis C prevention and care.
With the Centers for Disease Control and Prevention estimating that 80% of injection drug users across the country are infected, there is a clear need for improved syringe access and hepatitis C treatment on a national scale. The Alliance will continue to advocate for prevention and treatment using its range of strategies, from litigation to coalition-building, to meet this need.

Report: 92 Percent Of Souls In Hell There On Drug Charges
HELL—A report released Monday by the Afterlife Civil Liberties Union indicates that nine out of 10 souls currently serving in Hell were condemned on drug-related sins.
"Hell was created to keep dangerous sinners off the gold-paved streets of Heaven," ACLU spokesman Barry Horowitz said. "But lately, it's become a clearing-house for the non-evil souls that Heaven doesn't know how to deal with."
The disproportionate number of drug offenders in Hell is a result of God's "get tough" drug policy of the 80s A.D., imposed after Roman emperor Domitian Flavius introduced opium to his people. God's detractors say His reactionary "one sin and you're out" rule places too harsh a penalty on venial drug users.

An American "Army Veteran who fled to Canada to avoid prosecution for growing marijuana to treat his chronic pain was taken from a hospital, driven to the border with a catheter still attached, and turned over to U.S. officials."
Steven Tuck was injured in the 1980s when his military parachute failed to open after he jumped out of a plane.
A friend of Tuck's was at the hospital when the cops came.
"I would not believe it unless I had seen it," Cowan said. "They sent people in to arrest him while he was on a gurney. They took him out of the hospital in handcuffs, put him in an SUV, and drove him to the border....."
"Although Tuck has taken morphine -- as prescribed by doctors -- for about 16 years to help with his pain, he was given no painkiller or treatment at the jail other than ibuprofen, [his lawyer] said."

[The D’Alliance] Drug Reformer Poised to Become Tory Leader? Published: Fri, 14 Oct 2005 14:32:17 EST
Last month, I highlighted British parliamentarian David Cameron's call for drug reform in his country, and it now appears that he is a frontrunner for the leadership post of Britain's Conservative Party. The Financial Times reported today that he has won the endorsement of both The Economist and The Spectator, and is currently the "bookmakers' favourite" to win.
What is even more remarkable about Mr. Cameron's rise is his spirited deflection of whether he he has ever used a "Class A" drug (specifically, cocaine) -- vowing not to bow to a "media witch hunt." Having just viewed his speech to party leaders last week, it is easy to see why many have quickly embraced him to carry the Tory torch. [Here is the link to the text and video of the speech.]
Mr. Cameron seems to embrace an optimistic, forward-looking "compassionate" conservatism. If a revamped drug policy is part of his larger vision, all American drug reformers should view his rise as a most welcome development -- and hope that he engages the American conservative brain trust with all due speed.

I'm going to need some serious anti-depressants if this continues. Unfortunately, my favorite anti-depressant drug is illegal.

[Press Release] Schwarzenegger Vetoes Needle Exchange Funding Published: Fri, 14 Oct 2005 14:55:40 EST
SACRAMENTO- Ignoring the urging of county governments and medical experts, Gov. Schwarzenegger vetoed Assembly Bill 1597 by John Laird (D-Santa Cruz), a bill to control the spread of HIV, hepatitis and other diseases.
AB 1597 would have allowed local governments to use state HIV prevention funds to purchase sterile syringes for locally authorized needle exchange programs. Most states that allow needle exchange programs also use state funds for this purpose, including those with Republican governors like New York, Massachusetts and Connecticut.
“It doesn’t make sense to say, ‘use state dollars to pay the rent, pay the light bill, pay the staff, but don’t pay for syringes,’” said Glenn Backes, health policy director for Drug Policy Alliance, who cosponsored the bill with the San Francisco AIDS Foundation. “It’s the syringe that saves the drug injector from infection, nothing else.”
The bill did not authorize new money, nor did it mandate counties to purchase syringes. It moved the decision to use existing HIV prevention funds to the counties.
Schwarzenegger surprised many when he signed SB 1159 last year to allow pharmacies to sell syringes to adults without a prescription pursuant to local authorization. His veto of AB 1597 raises questions as to his commitment to AIDS prevention programs generally and to local control of public health dollars specifically.
“He takes one step to the left and then one to the right trying to please everyone, he looks like a typical politician,” said Backes. “Tragically, this type of political dance means death and suffering for California families.”
Since syringes cost less about ten cents wholesale, the cost benefits of this bill would have been enormous. Treating just one HIV infection averages more than $150,000. Most ex-drug users infected by a dirty syringe end up receiving treatment paid for by state and county governments. "A real fiscal conservative would have signed it," said Backes.
County governments and health officers, as well as several AIDS service organizations, and the Drug Policy Alliance supported the bill. No opposition was recorded in committee analyses.

On the news, there's the ecoli outbreak in Wales, and a boy of 5 has just died from it.

I'm not going to start moaning about the state of school dinners, because there's always been an option to take sandwhiches, something which the parents of a lot of kids seem to forget, even though it's healthier & cheaper. But like I said, I'm not going to start moaning about that...
What I am going to moan about is the governments response to a child dying.
A child dies because of contaminated food given to schools across Wales.
The response?
"...an assembly committee would begin to look into the terms of reference for a "no holds barred" inquiry on the E.coli outbreak."
I may misunderstand, but this seems to be a meeting to discuss details of an inquiry. Should this not have started as soon as the outbreak was reported?
Can you imagine, if YOUR child dies and you ask what's going to be done to prevent it happening to someone else, and you're told "well, we're going to have a meeing to discuss what our Committee Will be discussing when they are ready to form an inquiry, the results of which will be compiled by a seperate Results Committee, and put forward to a Select Committee to bring the changes in place by 2047"
