TAX ON ENTERTAINMENT The new law concerning 24 hour drinking will soon be on the statute books, bringing us into line with most other European countries. Great, you might think, but there are some hard hitting little bits and pieces tucked away in the Act,which will be difficult to fight against once it is law.
Basically, you will need an entertainment licence for something as trivial as singing 'happy birthday' to your grandmother in a public place
"At the same time as revising the law on pub opening, the Government is proposing to tidy up the situation on entertainment licenses which is riddled with anomalies; but rather than making the situation better, the proposed bill makes it far worse.
For a start, all the pubs and clubs that have 'got away' without needing a Public Entertainment Licence in the past because they've never had more than 2 musicians appearing at the same time will need a licence in the future. The two-in-a-bar rule was a long outdated regulation and needlessly restricted live music performance but what it is being replaced with will limit live music still further.
Then there are all the other areas of public entertainment. The bill currently before parliament contains provisions that will have a serious impact on all branches of the performing arts, both amateur and professional. All premises in which performing arts activities take place will require a licence from the local authority. No costs have been revealed, but licences will be granted only after inspection by the police, fire authority, health and safety inspectors and consultation with local residents and interest groups, so the cost will be far from nominal. At present a license for a pub can be anywhere between £100 and £3,000 depending on where in the country.
Churches, schools, village halls, pubs, restaurants, even private houses will have to be licensed if used for performance events, whether they take place frequently or only occasionally.
Performances for members of clubs or for charitable purposes are also subject to this legislation, as are recording studios and premises used for rehearsals. Any performance in unlicensed premises will be a criminal offence, punishable by a large fine and costs, or a prison sentence.
Religious gatherings are exempt but here¹s a prime example of the madness of this legislation. 100 people attending a church service and singing hymns with orchestral accompaniment will not require a license. But if the same 100 people go into the same church simply to listen to the orchestra (i.e. a concert) it will require an entertainment license. It really will be a tax on entertainment.
Existing legislation relating to law and order, noise nuisance and health and safety makes the licensing of premises specifically for entertainment superfluous. There is no need for new regulations. No other country imposes such restrictions on artistic activities and a leading legal authority has determined that this legislation is incompatible with Article 10 of the European Convention on Human Rights relating to freedom of expression."
What i'm really interested in is how the Police might try and tie this in with what already happens to free parties.

Police Brutality Reprinted from Noise
If you were a copper in Leeds you probably gassed a load of innocent people who were having a good time, without giving them any warning, gave a few innocent people a kicking round the back and generally threw your weight around and destroyed what little confidence anyone in Leeds had in you ...
If you were someone who liked a good party you would probably have gone to a good party... then the first thing you know in the middle of a crackin acid techno set was the filth kickin the door in and lobbing CS gas and pepper spray at ya... very good idea in a house with 400 people in I hear you say... then they'd march you outside and give you a good kickin if you said owt.....
Maybe the HUNDREDS of police could have been put to better use... make note of the point that this was a LEGAL party, the police had no right to use that level of force and aggression in order to break up a PARTY... yep not an Al Quaeda training session.... a party......why the riot gear? Why the dogs? Why the violence? Why the heavy handed tactics?? Why not just ask people to leave?
Be careful.....don't believe what you read... journalists ain't about to make people happy, they wanna make money and political gains and therefore there is a slant on everything you read. I know.... I was there I saw what happened, I've talked to other who were there....... and this ain't an accurate summary.
Who do you go to for help when it's the police who've beaten you up, this is England...it aint a hotbed of extremists and terrorism. Human Rights are being ignored all around the world, look at the CIA targeted assassinations of Al Quaeda suspects.... note the word SUSPECTS.... personally I was of the opinion that in this world you should be innocent until proven guilty, obviously the powers that be do not agree with me on this one...
Look after yourselves...
Ecstasy Could Aid Parkinson’s Disease Patients
Ecstasy 'could aid Parkinson's patients'
Ecstasy could help people with Parkinson's disease, a study suggests.
Researchers in the UK have found the drug can help to reduce the uncontrollable arm and leg movements associated with the condition.
They said tests on monkeys had shown the drug is effective.
But they said fears over the safety of ecstasy meant they had no plans to carry out further studies on humans.
They also warned patients against taking the drug themselves.
Instead, they suggested their findings could help scientists to develop new treatments for Parkinson's based on MDMA, the chemical name for ecstasy.
Animal tests
Dr Jonathan Brotchie and colleagues at the University of Manchester gave MDMA to monkeys with Parkinson's disease.
The monkeys had each received daily doses of L-dopa, which has been used to treat patients with the disease for decades.
However, one of the side effects of the drug is uncontrollable movement.
Prior to receiving the drug, the monkeys moved their arms and legs around in a repetitive and uncontrolled way virtually all the time.
However, within six hours of receiving MDMA those movements stopped or were drastically reduced.
"The magnitude and quality of the effect took us by surprise," Dr Brotchie told New Scientist magazine.
Dr Brotchie, who now heads biotechnology company Motac, said he believed the effects were linked to the fact that ecstasy boosts levels of the brain chemical serotonin.
Warning
The UK charity DrugScope warned patients with the disease from taking ecstasy.
A spokesman said: "Ecstasy can be a dangerous drug. There needs to be much more research into the short and long term effects of the drug."
A study published in September suggested that the drug could trigger Parkinson's disease.
Scientists in the United States found the drug could cause long-lasting damage to key areas of the brain associated with movement.

witness request REPETITIVE BEATS
July 21st, Cumberland Basin, Bristol.
A free party organised by the Mutant Dance collective began just after midnight. As people arrived from all directions, many from the Ashton court festival, there was no sign of trouble. The site has been used for free parties for years without any problems. Half a dozen cops stood by, talking into their radios and watching the partygoers arrive. The crowd quickly grew and the atmosphere was friendly. People were up for a laugh and a night of dancing.
At around 1 am over 10 riot vans appeared and hoardes of cops began putting on their riot gear as the police helicopter circled overhead. Attempts were made by several partygoers to communicate with the police and to prevent any aggro. One organiser offered to move the party elsewhere if there was a problem with this site. He was arrested for āConspiracy to cause a public nuisanceā (charges later dropped). The only responses given to partygoers asking about police intentions were āGo away, I have nothing to say to youā, and āIf youāre down there youāre going to get hurtā.
There was no attempt by officers to address the crowd and at no point did they make it clear that the party was illegal. Instead, at 2am, around 30 officers in full riot gear came to attack the party. By this time word had gone around, and many people formed a human chain around the DJs and sound systems to protect them. Many officers wore masks and no I.D. numbers ā no comeback for cracking heads. They drew batons and assaulted a few people but did not break through the lines of people standing their ground. The strength and unity of the crowd was impressive in the face of unprovoked police aggression. But one person was dragged away, under a rain of baton blows as people shouted at the police to leave.
After a stand off the order was given to withdraw, and the crowd cheered. People were shaken up but the party continued until sunrise. Then the police came back, en masse and with dogs. This is when the worst attack began. Cops came from both sides of the party and began trashing the sound system and indiscriminately beating people. One eyewitness recounts :
āThe police charged at everyone hitting them with their truncheons and trampling anyone in the way. I saw at least 15 people being hit with truncheons, some were young females doing absolutely nothing. I saw one young female around 18 years old being hit while on the floor by at least 5 police officers with truncheonsā¦ā
Injuries ranged from bruises and bleeding noses to neck injuries, fractured wrists and broken arms. Most of those on the receiving end of this āpublic orderā policing were young women. Many were traumatised by sickening police violence. Some are now taking legal action against Avon and Somerset constabulary. Several women have been approached by an Inspector Voisey of Portishead Police H.Q. He is part of the Police Complaints Authority and appears eager to arrange interviews. When one woman who received a bad beating on the night refused to meet him, he suggested maybe he could send round some plain clothes officers for a chat. He told another woman who declined to give him her files on the incident, ā We do have the power of seizureā. Hardly the language you would expect from the supposedly objective PCA. Could it be that the PCA are more interested in finding any words or ways to justify the actions of the riot police on 21st July? Perhaps Voisey and friends could consider a name change to Police Cover-up Authority.
A big benefit night in October raised enough money to replace the damaged sound kit. Clearly, people refuse to be intimidated and will carry on partying. The party crews will continue to regularly organise unlicensed, free gatherings. Bristol has a strong network of sound systems up for organising entertainment on our own terms, without profit and controls. It is widely believed that this police attack was planned as revenge for failing to stop a massive free festival which took place in the summer at Steart, near Bridgewater. Police were powerless to stop thousands of up-for-it people and around thirty sound systems converging for a huge all-weekend party. Plenty more where that came from!!
URGENT WITNESS REQUEST
There is an urgent need for witness statements about the police attack on the free party. Police are attempting to deny charges of brutality, claiming that they were attacked by ravers. 3 people are still facing public order charges and could face prison sentences. We canāt let the authorities make an example of these people to the rest of us. For legal action to be effective, we need as many detailed statements as possible. If you or anyone you know were assaulted or arrested, or witnessed police attacking or arresting anyone else, we need to hear from you.
Writing a statement might take just 20 minutes of your time. It could be crucial for anyone facing charges or with a case against the police. By sticking together and looking after each other, we can expose the truth of the police violence, prevent police fit-ups of partygoers, and make Avon and Somerset Constabulary pay compensation. So we need as many statements as possible from people at the party.
We encourage people to go through the police complaints procedure. This will make stronger cases for those suing the police. We are in touch with solicitors who specialise in suing the police. You or someone you know may have a good case against the police and youāre not alone, as others are determined to take legal action.
We cannot let them get away with this violence. If we do nothing and resign ourselves to it all, the police will have carte blanche to attack more free parties. Also, when they have to pay out thousands of pounds, it is likely to make them a bit more sensible and open to negotiation next time. Please contact us with any information. Send witness statements complete with contact details to disruptive@dangerous-minds.com.
